ABOUT THE HUI


FloodEx 2025

Flooding is the leading cause of civil defence emergency declaration in New Zealand.

Recent events have underscored the urgent need to enhance flood response arrangements in Auckland and across the country. In response, Auckland Emergency Management is hosting FLOODEX 2025 HUI WAIPUKE, the country’s first regional flood response and rescue conference and workshop.

Over three days, a comprehensive program of activities will unite national and international thought leaders and experts, aiming to accelerate the region’s flood response capabilities and foster a more resilient Auckland.

Purpose

The purpose of FloodEx 2025 is to:

  1. Contribute to improving coordination of flood rescue efforts and development of specialist flood rescue capability, at the regional level, as outlined in the 2023 Report of the Government Inquiry into the Response to the North Island Severe Weather events (Cl. 196-199).
  2. Contribute to increasing frequency of exercises including delivery of complex scenarios as recommended in the Auckland Flood Response Review (Bush International Consulting).

  3. Comply with duty of care obligations pursuant to section 36(3)(f) of the Health & Safety in Employment Act 2015.

  4. Comply with statutory function to provide suitably trained and competent persons, pursuant to section 17(1)(b) of the Civil Defence Emergency Management Act 2002.

  5. Provide a forum for stakeholders involved to future flood responses in Auckland to share ideas and learn best practices around planning, response and safety.

  6. Develop and exercise inter-agency capability between Auckland Response Teams (NZRTs) and other swiftwater rescue teams.
